LaTeX users: Note new LaTeX templates IEEEtran LaTeX Class (template) V1.7 packages and IEEEtran V1.12 BibTeX (bibliography) packages. Be sure to use the template's conference mode. See template documentation for details.

Page Length: The maximum length of the paper is 6 pages as per IEEE template. However, additional pages (up to 4) will permitted based on extra fee of $60 per page.

Note to Authors: All submissions MUST be blind. Authors should not specify their names and affiliations in the paper.
